A New Robot Safety Rule Is Coming to Europe. Half the Industry Is Not Ready.

A new safety rulebook for industrial robots, the machines that weld car parts and move goods in warehouses, is arriving in Europe. Whether your local car plant or factory keeps running smoothly depends partly on whether the robots inside it meet the new rules. For most people that sounds abstract. It is not.
The standard in question is ISO 10218:2025. Think of it as a safety checklist, agreed by international experts, that every industrial robot sold in Europe will legally have to pass. It updates a version written in 2011 and covers things like how robots must stop when a person gets too close.
Under Europe's new Machinery Regulation, which replaces an older directive on 20 January 2027, robot makers will need a CE mark, the label showing a product meets EU safety rules, based on the updated standard. Without it, they cannot legally sell in Europe.
There is one catch in the timing. Before the 2025 standard fully takes legal effect, it must appear in the Official Journal of the European Union, the EU's official gazette. That administrative step is still pending as of mid-2026. When the previous version launched in 2011, the same process took more than a year. So the window is tight.
What does this mean for factories and the people who work in them?
For workers on a factory floor, better-certified robots should mean fewer accidents. The new standard tightens how robots must behave around humans, and that matters most in facilities where robots and people share space.
For factory managers and procurement teams, the question is simpler: will your robot supplier still be able to sell and support its products in Europe after 2027? Research by Interact Analysis, first reported by The Robot Report, found a sharp split in readiness.
The big, established names in robotics, think the large Japanese and European brands, say they are prepared. Mid-sized suppliers, including some based inside Europe, have gaps. Emerging Chinese brands trying to break into the European market face the steepest climb. The compliance work and the research and development costs that come with it are, for many, a bigger barrier than they anticipated.
In the United States the picture is different. The American version of the standard, ANSI/RIA R15.06-2025, came out in September 2025 but is voluntary. Robot makers do not legally have to follow it. In practice, though, large customers demand it in contracts, and the federal workplace-safety agency OSHA can use it as a reference if an accident happens. Ignoring it is a financial risk even if it is not a legal one.
The broader market is already under pressure. Robot sales in Europe and the Americas were weak from 2023 through 2025, hit by a slowdown in car manufacturing and cautious factory investment. Spending money on compliance right now is painful, especially for smaller suppliers.
The companies that absorb that pain early will be better placed when demand picks up. Those that do not may find European doors closing just as the market recovers.
